Born on January 25, 1899, Katsuta Yōzan (birth name Tomisaburō) was the third son of Katsuta Yoshitarō, a pawn shop merchant in Matsue City. He worked for three years as a bank clerk in Tokyo, then returned to his hometown to join the family business. He first studied Tozan-ryū shakuhachi under Akamatsu Tenzan, then with Furukawa Keizan. In 1925 he received his Shihan (masters) license and began teaching. In the 1930s he moved to Tokyo and trained many students. He also studied Yamada-ryū koto with his wife, and earned a masters license to teach koto.
